Access Policy

This document sets out Ashford & St Peter’s NHS Foundation Trust’s local access policy in agreement with NHS Surrey and NHS Hounslow, the Trusts main Commissioners.

The purpose of the policy is to outline Trust and Commissioner operating standards for managing patient access to secondary care services for patients from referral to treatment and discharge to primary care. This policy should be used in conjunction with the Trust’s Outpatients Guidance and Inpatient Guidance on elective inpatient access and 18 weeks, which provide supporting detail on the administrative processes and procedures to be followed.

The policy sets out how the Trust will manage the 18-weeks ‘NHS Constitutional Right’, which applies to all Trust consultant-led elective activity, regardless of where it takes place. In doing this, the Trust will ensure that the management of patient access to services is transparent, equitable and managed according to clinical priority.

The Trust relies on GPs and other referrers, supported by NHS Direct, to ensure patients understand their responsibilities and potential pathway steps and timescales when being referred. This will help ensure that patients are referred under the appropriate clinical guidelines and are aware of the speed at which their pathway may be progressed and are in the best position to accept timely appointments throughout.
